To change the main tenant of the housing owned by the Vilnius city municipality, it is necessary to contact the municipal enterprise “Vilniaus miesto būstas” (Vilnius City Housing) located at the address Švitrigailos str. 7, Vilnius, Room 10, and provide the following documents:

  • Application for the change of the main tenant of housing owned by Vilnius city municipality;
  • Annual declaration (for the calendar year) of personal (family) property and income filled out in accordance with the procedure established by the Law on Declaration of the Property of Residents of the Republic of Lithuania, or written consent that such data may be collected by an employee of the company in accordance with the procedure established by legal acts to verify the person’s right to assistance for the rent of housing (excluding tenants of municipal housing);
  • Certificate issued by the declaring institution on the person’s declared (registered) place of residence and marital status, or written consent that such data can be collected by an employee of the company via the Residence Declaration Information System;
  • Certificates issued by the State Enterprise Centre of Registers on all the applicant’s family members regarding real property owned (currently or formerly) in the Republic of Lithuania, or written consent that such data can be collected by an employee of the company via the Information System of the State Enterprise Centre of Registers (excluding tenants of municipal housing);
  • Agreement between adult family members on the appointment of the main tenant, approved by the notary or consular officers of the Republic of Lithuania and the managing bodies of municipal elderships, if provided for in the Law on the Notary Office of the Republic of Lithuania;
  • Person’s written consent (or of all family members, in the case of a family) to obtain information on deposits and loans received from banks and other financial institutions; data from the State Enterprise Centre of Registers on the property owned (currently or formerly); information from the State Tax Inspectorate under the Ministry of Finance of the Republic of Lithuania on declared property (including received income) for the calendar year, if not submitted previously (excluding tenants of municipal housing);
  • Documents verifying a family relationship with the main tenant of the housing;
  • Copies of identity documents of all family members;
  • Certificates from companies and/or organizations providing utilities and other related services (if any) on the paid fees for the provided utilities and other related services (Ignitis UAB (electricity and gas supply) at the address Viršuliškių str. 34; Vilniaus Vandenys UAB at the address Spaudos str. 8; Vilniaus Šilumos Tinklai AB at the address Spaudos str. 6-1; building administration company);
  • Basis for the renting of housing owned by the Vilnius city municipality (warrant, judgment, order, etc.);

The main tenant of the housing can be changed in the following cases:

  • After the death of the main tenant of the housing.
  • After departure of the main tenant of the housing.

When the tenant, his/her family members or former family members leave to live elsewhere, the lease of the housing shall be deemed terminated from the date of departure thereof. A tenant, his/her family members or former family members who have temporarily left the housing shall retain their right to the state or municipal residential property for 6 (six) months, provided that the housing rent and utility fees are paid.
The said persons may leave the housing for a period longer than 6 (six) months only in the following cases: when leaving to receive medical treatment; to study; to go on a business trip abroad; when leaving to act as a guardian or caretaker; for relatives, guardians or caregivers of children transferred to an educational institution – for the entire period the child needs to stay in the institution; for persons summoned for compulsory military service or serving in a military unit for international operations; for detainees – throughout the interrogation and trial period. Tenants who have temporarily left the housing in the specified cases shall retain their right to the said housing, provided that the housing rent and utility fees are paid.

  • By mutual agreement of the family members.
